This legislation puts obligations on employers to check that any worker they engage has the right to work in the UK.

The essential requirement is the fact that any worker must be met face-to-face, presenting their relevant documentation at the meeting. This single aspect is possibly the most challenging part of the requirements for the flexible workforce market.
Where an umbrella, agency or end client is unable to fulfil these obligations they are exposed to the potential of fines if an illegal worker is engaged.
An unintended consequence of the legislation is the increased risk of identity theft faced by contractors.
